The dude ducked in front of the woman who got sprayed - and the cop just hit her in the face without moving the spray. Wasn't even aiming for the "right" person - what a piece of shit. And then you can hear the cop whose body cam it is essentially say "I tried to warn you", admitting that he knew there would be a violent response to holding a parking sign. And blaming the victim, of course.
